There is an excellent book which has recently been written by professor Ilhan Niaz of Quaid-e-Azam University titled &quot;The Culture of Power and Governance of Pakistan: 1947-2008&quot; which is a must read for anyone to understand of what has been Pakistan&#039;s sorry history, including the highly corrupt era of this know nothing general. Professor Ilhan writes, &quot;Since 2002, corruption in Pakistan has grown although, as in the Zia period, a robust rate of economic growth fuelled by remittances and transfers from abroad temporarily eased the resource squeeze of the 1990s. The devolution plan, which was the Musharraf regime&#039;s central reform of the state, has displaced a greater proportion of the corruption to the district levels with the nazim and DCOs responsible between the two of them for hundreds of millions of rupees of unchecked expenditure. Coordination has worsened, redundancies have multiplied and the quality of service delivery in almost every area has declined. At the centre a record breaking seventy seven member cabinet nominally presided over the distribution of largesse to the lower levels. Scandals ranging from the privatisation of the steel mills to the Pakistan-owned Roosevelt Hotel in Manhattan, the 2006 stock market crash which wiped out twelve billion dollars, the economic collapse of the national airline are only some of the cases that have come to light. In the meanwhile the expenditure on the president&#039;s household and staff rose from seventy five million rupees in 1999 to three hundred and nine million in 2007 while the prime minister&#039;s personal expenses rose from ninety eight million rupees in 1999 to three hundred and sixt seven million in 2007. Expenditures on the National Assembly rose from two hundred and fifty million rupees in 1999 to one billion rupees in 2007 while the Senate&#039;s expense increased from one hundred and eleven million rupees to five hundred and seventy seven million during the same period. Ministers, assistants and advisers that cost the exchequer twenty four million rupees in 1999 cost it one hundred and fifty million in 2007. Senior government servants have repeatedly alloted themselves additional plots of land with the government&#039;s blessing at about one fourth of the market value while expenditure on their perks and privileges mean that secretary rank officers cost as much as four hundred thousand rupees or nearly seven thousand dollars per month to maintain... With the National Accountability Bureau (NAB) little more than an instrument of political harassment and intimidation, routine accountability procedures were severely neglected... By one guestimate, five to ten thousand individuals have made more than ten million rupees through corruption over the past seven years&quot; (264-265). Of the deteriorating conditions in the country especially under this illegitimate general&#039;s rule the professor goes on to write that &quot;Pakistani politicians try to convert as much of the public wealth into personal assets and consider it their haq (right) to at least recover the costs of their election campaigns from abuse of official powers. The more sophisticated bureaucrats have refined privatisation of state resources into a science. Self-rigtheous theocrats have taken to the occupation of state lands and converted them into illegaly built mosques, seminaries and residences. The private sector, often with official collusion, also grabs public lands and wealth even as it evades taxes and ignores standards and laws. As the state grows enervated, even the academia and media have taken to cutting the public purse and wholeheartedly joined the drive for privatisation of public wealth albeit on a more limited scale than their compatriots in other sectors&quot; (pg 283).
What right does this man have to be strutting around as the saviour of Pakistan? What miracle did he perform in his eight years of power for the nation for him to be given such admiration? His much vaunted devolution was a complete failure as you can clearly see. Corruption got worse as did the law and order situation. The literacy rate was still around 45% when he left and he dismally failed to reform the public schools or the religious seminaries. According to author Owen Bennet Jones in his book &quot;Pakistan: Eye of the Storm&quot;, &quot;Education was something Musharraf did not even mention in his first TV speech after the 1999 coup. In fact, he never even took the issue seriously enough... under his management the government schools remained inadequate, moribund institutions... Under Musharraf, spending remained stagnant. That there are not enough government schools is clear, but that is just one problem. Another is their low standards. Many government school teachers are political appointees who, sure in the knowledge that they will never be sacked, often fail to turn up for work&quot; (321-322). Not only did he not reform the public schools or the madrassahs, but he legitimated and streamlined a madrassah education by making it equivalent to a college degree and allowing them to run for the parliament. This led to a massive increase of religious domination of the country, throwing us centuries behind intellectually. For the first time in the history of Pakistan the religious nut jobs took control of two of our four provinces under his watch. This was not a matter of being ill-advised. This man consciously and methodically implemented these policies so that he can sell himself off as the saviour of Pakistan to his western patrons. What a scoundrel!
And what of is infamous &quot;Golden Era&quot; for the economy? Even a mouth piece of crony international capitalism like Vali Nasr had to concede, in his book &quot;Forces of Fortune: The Rise of the New Muslim Middle Class and What It Will Mean for Our World&quot; of Musharraf&#039;s total social and economic failures. &quot;America gave $11.8 billion in aid to Musharraf&#039;s Pakistan, and 90 percent of that went to the military. Though Musharraf had made progress in stimulating the economy, that growth proved short-lived. When he resigned as president late in the summer of 2008, inflation stood at 24 percent, there were acute shortages of food and electricity, AND INCOME INEQUALITY WAS AT ITS WORST SINCE THE END OF THE AYUB KHAN PERIOD IN 1969, HEATING UP SOCIAL DISCONTENT. Those billions had done little for Pakistan&#039;s economy after all, and had also failed to buy America security by breaking the back of extremism in the country&#039;s border areas. On the contrary, extremists had gained a good deal of ground, with the Taliban surging in Afghanistan in 2008, and their Pakistani counterpart, Tahrik-e- Taliban in control of large swaths of Pakistan&#039;s northwest from where they carried out devastating bombing attacks deeper inside Pakistan...  The billions of U.S. dollars funneled to the country could have improved education and infrastructure, created jobs and business opportunities, and helped to swell the ranks of the promising, business minded middle class. This would have been vital in tamping down the power of the extremists who are now threatenng the stability of the government. Fueling the march of extremists is the fact that Pakistan is still largely a feudal country, a country of large landlords and poor peasants. The so-called feudals dominate politics outside of the cities, coercing the peasants who live on and farm their land to vote according to their mandates.  Gholam Mustafa Jatoi, a large landlord in Sind and Pakistan&#039;s one-time prime minister, once expelled his peasants from his land for a whole year because he did not like the way they voted in election. Few peasants dare risk that sort or punishment by crossing their feudal masters. So it is that Pakistan&#039;s parliament is more a house of lords, protecting the prerogative of the elite, than a truly democratic legislature representing the will of the people&quot; (206-207). Where are the general&#039;s achievements? What has this man done to insult the people of Pakistan with his presence? On what note can we possibly justify allowing this incompetent criminal, an abject failure as both dictator or democrat, to return to Pakistan? His devolution was a complete failure. He didn&#039;t reform education. Law and order got much worse. Extremism spread. As did cronyism and collapse of the state apparatus. 2nd I watch every evening Bull fight on all the channels which is not good.Democracy is good if it gives relive to those who individuls,famalies
who are surviving to meet two meals only leave aside other incentives(Health,School,Clean Water) which is there right.I was asked by an egyption friend about happinings in egypt ,I asked him how much chicken cost , he said from 15 to 20 egyptian pound,I said can a poor or someone with minimum wages can afford to eat he said no.I told him when you will tell me that chicken is 5 egyption pound and everyone can afford to eat then you come and ask me.The point is does democracy is providing any facility to poor.3rd if you remember when Dr. Shahid Masood (Setup Agenda with the guests and feeding what he wants audience to listen) that channel was banned and that channel launch campaign in his channels favour.They kept the comments which favours them and any comments (balanced) they didnt upload.
